Title: Program Analyst / Program Scheduler

 

Position Summary:

The Program Planner/Scheduler work closely with Project/Program Managers in the development of Bid and Proposal packages, generation of project schedules, creation of performance management baselines, creation and maintenance of schedule and program ETCs, and perform analysis and prepare reports to ensure the project performs within negotiated baseline. They are in integral part of the Project Teams working with team members of collecting, organization and communication project schedule and costing information.

 

 

 

 

Duties and Responsibility:

 

As a member of Project Team(s) the individual would be responsible for:

  • Supporting the Bid and Proposal Process (Level 3/4 schedules/WBS development, labor and material resource spend plans, and the documentation of Basis of Estimate for development programs.
  • Organization, development and maintenance of detailed Integrated Project Schedule (in Primavera), program charge accounts, EACs and the organization of programmatic artifacts in support of the Program Team, Finance and the program team as a hole.
  • Generate and analyze of program performance reports (CV, SV, CPI, SPI, EAC, etc.), and support Program Management and Finance in variance analysis and data trending.
  • Proactively seek and communicate relevant information regarding program cost and schedule performance trends to Project Teams.
  • Support process improvement initiatives.
  • Develop and implement plans and schedules to execute contracts/subcontracts. Allocate and control contract budgets for labor, material, travel and purchased services. Report project status to senior management on a monthly basis.
  • Perform variance analysis of schedule and cost on a formal and informal basis and present them to senior management (i.e. earned value management system)
  • Provide leadership to project team. Assures communication and cooperation among team members and resolves areas of conflict
  • Understand and develop leading verses lagging indicators
  • Develop and understand principles of project planning

 

 

Basic Qualifications (include education and years of experience required):

  • 5-10 years of Experience in creating schedules in an engineering environment
  • Bachelor’s Degree in Business or a technical discipline
  • Significant experience with project scheduling software (e.g., Primavera, or Microsoft Project);
  • Solid communications, problem solving and decision making skills
  • Very strong communication skills (oral and written) and team skills.
  • Extensive organizational and time management skills; must be able to work in a deadline drive environment.
  • Strong analytical skills
  • Ability to effectively multi-task
  • Detail orientation
  • U.S. Citizenship Required

 

 

Additional Desirable Qualifications Skills and Knowledge:

  • Understanding of earned value management
  • Experience with Primavera
  • Experience throughout the program lifecycle from development through sustainment to include: proposal development, requirements decomposition, generation of system and subsystem statements of work and subcontracts, risk management, and continuous improvement efforts including implementation cost reduction and performance improvement efforts
  • Experience with earned value management; experience with metrics for assessing and reporting program progress, productivity and variance analysis
  • Working knowledge of Government contracting sought; specific DoD experience a plus.
  • DoD Earned Value experience.
  • MIL HDBK 881(A) experience a plus
  • PMP Certification a plus

 

 

This position could require the ability to obtain and retain any applicable security clearances, including interim security clearances, within a time period to be established by the Company
